As one of its first official acts the D.C. Open Government Coalition published a 17-page guide explaining the D.C. Freedom of Information Act. The guide, prepared by Margaret B. Kwoka of Public Citizen Litigation Group, includes a sample FOI request letter and a sample appeal letter for use if a request has been denied.
